The existence of a rotational band with thecluster structure is demonstrated near the four-α threshold of16O in agreement with experiment. A drastic reduction of the moment of the inertia of the 0+state at 15.1 MeV suggests that it is superfluid with four α-particle condensation. The rotational excitation of the condensate in16O is discussed.
