1. In Volume V (Conclusions, proposals and recommendations) of Mr. Martinez Cobo's monumental Study of the Problem of Discrimination Against Indigenous Populations, (Document E/CN.4/Sub.2/1986/7/Add.4 (also available as United Nations publication, Sales No. E.86.xIV.3) the Special Rapporteur stressed the paramount importance for Indigenous peoples and nations in various countries and regions of the world of the treaties concluded with present nation-states or with the countries acting as colonial administering powers at the time in question.
