The method of quasiconformal surgery for rational functions, considered as complex analytic dynamical systems, is developed. This applied to give the sharpest estimates for the numbers of cycles of stable regions corresponding to D. Sullivan's classification. As another application, rational functions having Herman rings are constructed.
