Gas accretion and outflows profoundly influence the formation and evolution of galaxies; however, these processes are difficult to model and present unique observational challenges. Cosmic Noon (z ∼ 2 − 3) is a particularly fruitful period in which to study cosmic gas flows as they are predicted to peak during this epoch, and many of the physical and structural properties of galaxies appear to emerge during this time as well. This white paper addresses several observational opportunities which could change the observational landscape of galactic winds and the baryon cycle during this critical cosmic epoch. Deep, wide-field, highly-multiplexed spectroscopy of a diverse population of galaxies at cosmic noon promises to elucidate the physical drivers of winds. Paired with densely-sampled background galaxy spectroscopy, we can resolve structures within the CGM of individual galaxies for the first time, illuminating the diversity of gaseous halos and their relation to galaxy formation.
