Paul E. Peterson is the director of the Gov ernmental Studies program at Brookings. Be fore joining Brookings, he had been a professor of political science and education at the University of Chicago and chairman of that institution's Committee on Public Policy Studies. His books include City Limits and School Politics Chicago Style. He was the rapporteur for the Twentieth Century Fund Task Force on Federal Elementary and Sec ondary Education Policy and a member of the National Academy of Sciences Committee on Vocational Education and Economic Devel
