SINCE the mid 1970s, the federal and various state and local governments have campaigned to reduce motor-vehicle fatalities by discouraging alcohol abuse. The Alcohol Traffic Safety Programs of 1983 was one part of this campaign.'These programs provide financial incentives for states to enact and enforce new, more stringent drunk-driving laws. These measures include certain and more-severe penalties for a drunkdriving conviction, an easing of the standards required for conviction, and the increased allocation of resources for the apprehension of drunken drivers. The Federal Uniform Drinking Age Act of 1984 was a second part of this campaign. 2 This act pressured all states into raising the minimum legal drinking age for all alcoholic beverages to twenty-one.
