We consider Σ|L(\, χ}\, the sum being over all primitive characters χ (mod q). This is theq-analogue of Ingham's fourth power moment problem for + it). We obtain an asymptotic formula whenever q does not have too many prime factors. In particular \L(2, /) | has mean value (2π) 1 ( logp) if q = ρ is prime, confirming a conjecture of Ramachandra.
