Even before the collapse of Communism, the EEC had made trade and co-operation agreements with all the countries of Central and Eastern Europe — except for the Soviet Union and Albania. However, even with the Soviets, the Community was negotiating an agreement which was about to be signed and then to be implemented just before the Berlin Wall collapsed.
