In addition, I am not convinced that Cohen has offered us a “new theory of presidential leadership” (pp. 2, 12) as he claims in the introductory chapters. The two primary contextual factors Cohen points to as leading to shifts in the way presidents “go public,” an increasingly fragmented media and polarized parties, are also the factors Kernell (2007) names as contributing to the increasing ineffectiveness of traditional “going public” strategies. Thus, the theory Cohen attempts to build in this book is not so much new as an update of Kernell’s (2007) going public theory of presidential leadership. This does not mean that the seeds for a more elaborate “newer” theory of presidential leadership are not sown, nor does this evaluation diminish the fact that the book is a valuable and much-needed contribution to the ongoing debate about how and when presidential communication strategies matter.
