In recent months, the tobacco industry has spent millions of dollars and made intensive lobbying efforts in an effort to defeat state tax proposals. When California's Proposition 99 was being proposed last fall, out-of-state tobacco companies reportedly spent more than $10 million on radio and television advertising. One advertisement even suggested that Los Angeles street gangs would take to cigarette smuggling if voters approved the 25-ccnt tax increase.
