Comprehensive benefit assessment model for water resources development and utilization in urban area

基于可持续发展和循环经济的理念，运用层次分析法建立了城市水资源开发利用综合效益评价模型，该模型综合考虑了节能、水资源良性循环、生态环境保护和社会公正等理念，建立了一套能全面反映城市水资源开发利用社会效益、经济效益和生态效益的评价指标体系，并对评价结果进行了分析。将该模型应用于污水回用、海水淡化和南水北调工程的效益评价，发现污水回用的效益高于南水北调工程，南水北调工程的效益高于海水淡化。
Based on the concept of sustainable development and cyclic economy an comprehensive benefit assessment model of water resources development and utilization in urban area is established using analytic hierarchy process.In the model,the philosophy of energy saving,virtuous cycling of water resources,protection of eco-environment and social justice are considered.An assessment indicator system comprehentsively reflecting the benefits of social,economy and environment is suggested.The model is applied to assess the benefit of sewage water reuse,seawater desalination and the South-to-North Water Transfer Project.It is found that the benefit of sewage water reuse is higher than that of South-to-North Water Transfer Project,and the benefit of South-to-North Water Transfer Project is higher than that of seawater desalination.
