A lack of HF groundscatter from the northern geomagnetic quadrant was frequently observed at College, often accompanied by a number of direct scatter echoes from the north. This paper shows that both these phenomena can be simply explained by a model containing dense, patchy regions of E-layer ionization. It is further shown that the majority of the nongroundscatter echoes observed at College are scatter from the E and F regions that propagated both directly and in various combination E-F modes back to the observing site. An analysis of the College records shows that the scattering irregularities were frequently in the form of a discrete sheet which extended through the ionosphere below the F2 maximum. The evidence suggests that these sheets are aligned along the geomagnetic field.
