Recent observation have noted the existence of enhanced ion acoustic fluctuations in the upper ionosphere. These features have been observed by modern incoherent scatter radars. Several explanations have been offered to account for the observations, but none can account for all of the observational features. Here the author offers a new interpretation. This model assumes that Langmuir waves generated by a beam instability from an electron beam are generated in the upper ionosphere. These wave then produce backscattered Langmuir waves and ion acoustic waves. The magnitudes of electron currents necessary to generate such wave activity are consistent with previous ionospheric measurements.
