I have long been intrigued by the fact that highly respected basic and clinical scientists, who have invariably used rigorous scientific methods in their own research, use precisely opposite techniques when giving advice to Congressional committees that shape the budgets of the National Institutes of Health (NIH) and so formulate national biomedical science policy. Some scientists, once on Capitol Hill, appear to forget their scientific background and either give purely anecdotal evidence (what I caill the “let-megive-you-an-example” or the “single case report” approach) or promise discoveries by specified dates (for example,“Give us a billion dollars and we'll have a function-ing artificial heart implanted in man by 1970, or a cure for cancer by the Bicentennial Year)–statements that they would demolish in one microsecond if uttered by their pre-or postdoctoral fel-lows back home.
