The study examines the factors affecting sewerage management in order to understand and analyze an effective and efficient sewerage utility management strategy. Therefore, we examine the application of The Act, the Director General, financial and accounting system of local public company, the Local Council, and the sewage tariff, which are thought to have a significant influence on sewerage management. As discussed, it has become apparent that these factors are highly dependent on the municipality. On the other hand, institutionally, more autonomous management is possible by introducing Director General and corporate accounting. However, what makes the situation more complicated are changes in the socio-economic environment and business environment, such as population decline and ageing facilities, etc. The Japanese government is actively promoting wide-area consolidation/cooperation and PPPs to solve these problems. For these reasons, further economic and empirical analyzes are needed for future evidence-based policy making and this study serves as a useful supporting guide for background discussions.
