New theory and method of dynamic comprehensive evaluation

在经济管理和决策过程中，经常会遇到许多动态综合评价问题。动态综合评价的核心是确定评价指标在不同时刻的权重。针对多维时间序列情况下综合评价问题的特殊性，提出了一种新的确定权重的方法--“纵横向”离散度方法，并给出了算例。本文提出的方法简单、原则性强、评价直观，评价过程易于理解。
Many dynamic comprehensive evaluation problems are often seen in with the process of economic management and decision making. The hub of dynamic comprehensive evaluation is to determine the weights for evaluation indexes at different time. According to the particularity of the comprehensive evaluation problems in case of multi dimensional time series, a new method, named "vertical and horizontal", scatter degree is proposed to determine the weights and an example is given. The method proposed in this paper is simple principled and intuitive, and the evaluation process of it is easy to understand.
