Introduction Monitoring ground-water quality in the vicinity of waste-disposal activities is an integral part of new federal and state regulations. Such requirements are found in the haz-ardous-and solid-waste sections of the Resource Conservation and Re-coveryAct (RCRA), the Underground Injection Control program of the Safe DrinkingWaterActand several portions ofthe Surface MiningControl and Reclamation Act. The general purpose of such monitoring programs is to determine the effect of man's activities on ground-Water reSources and how and where these effects will be manifested in the environment. More specifically, monitoring programs are required to determine if ground-water qual-ity has been degraded and if that degradation is due to present practices of product storage, waste dis-posal or land use.With the advent of hazardous-and solid-waste regulations (Sec-tions 3OO4 and 40O4) under RCRA and in anticipation of thousands of industries trying to meet compli-ance deadlines, there is considerable concern over the ultimate value and information contentofthemon-itoring data that is acquired. This articleexplores somecommon problems in ground-water monitoring programs and suggests how these can be anticipated and minimized. Industry has become familiar with and experienced in effluent
