We are pleased to note that Fishelson's (1979) results agree with ours in Eldor et al.(1979a) and elsewhere as to the statistical significance of Bell System's scale economies. With regard to the magnitude of the scale effects, we would like to alert readers to findings of recent studies that run contrary to Fishelson's. Scale elasticities findings of five studies using production-cost models are summarized in Table 1. All of them are less restrictive than Fishelson's model in the sense that they do not assume a priori constant returns to scale. Most studies find statistically significant economies of scale of substantial magnitude. It is noteworthy in particular, that Fuss and Waverman reversed in Denny et al.(1979a) and (1979b) their earlier findings quoted by Fishelson (1979).
