The method for the assessment of shear capacity given in BD44/95 is shown to be unduly conservative for reinforced concrete bridges with short anchorage lengths. A new method was developed for the assessment of such bridges, based on a programme of laboratory testing and theoretical analyses. Seventy specimens were tested in the laboratory, to represent concrete slabs and beams. The following parameters were varied: amount of vertical shear reinforcement, shear span, type of reinforcing bar, transverse and top reinforcement, concrete strength, and discrete or continuous bearings. Upper-bound and lower-bound plasticity models were developed using plasticity theory. The new models predict results that were consistent with the behaviour observed in the laboratory tests and were used as the basis of a simplified assessment model. The proposed assessment method was verified using the experimental test data and previously published results.
