For original paper see Bao-Heng Zhao, ibid., vol.25, p.L617 (1992). It is argued that a recent letter by Bao-Heng Zhao (1992) on the one-dimensional Schrodinger equation with a delta '-interaction is seriously flawed and hence arrives at wrong conclusions.
