The BELLE TOF system provides pi /K separation for particle momentum below 1.2 GeV/c. A novel Time Stretcher TDC scheme is used to measure flight times with a 25 ps LSB in the high rate environment of KEKB. The TOF resolution is found to be 100 ps.
