BackgroundWith little or no access to the technically trained resources that are available in the organization’s management information systems or data processing departments, the users, who had often been poorly served by these departments, were left to fend for themselves. Originally, most MIS departments were reluctant to promote the personal computer as a means of providing the user with local computer support. But as the use of the personal computer became more frequent, these MIS departments realized that this new technology could not be ignored. Some companies decided that personal computers must be controlled. A number of these companies required their MIS departments to approve all PC purchases. Others established internal computer stores and master purchase contracts with vendors. But user support continued to remain a problem.Furthermore, because of the nature of the technolo-gy, support was an even more significant issue than in non-PC-based applications. While PC-based applications are easier to operate than applications that are operated on large, mainframe computers, the PCs’ increased flexibility and their broader base of unsophisticated users meant that the users required more training and support than most MIS departments were prepared to offer. One result of the change in technology from mainframe and minicomputers to microcomputers is that the company must assume more of the responsibilities that the vendors had traditionally fulfilled.
