This paper reviews World Bank experience in nonformal education and training (NFET) from fiscal year 1963 to 1985. It does not examine formal education systems that led to such formal qualifications as diplomas or specific trade standards. Instead, it concentrates on short term education and training programs of a few days, weeks or even months, but not a full academic year. However, all adult literacy programs of any kind are included. Divided into five chapters, chapter one examines the evolution of Bank policy. Chapter two examines the rise and decline of financing. Chapter three analyzes the experience in implementing NFET components. Chapter four reviews the implementation of the four types of NFET programs: literacy; work oriented; income generating; and, community development. Finally, chapter five examines the evaluation of NFET. It is the intention of this study to assess whether these programs represent a reasonable Bank effort in operations in that sector in light of its sector lending policies. In addition, the effectiveness with which NFET programs have been implemented is explored as well as what can be learnt from experience to guide future operations.
