The St. Johns River is the largest river in Florida, extending from southeast of Orlando to Jacksonville and the Atlantic Ocean. The lower St. Johns River Basin has exhibited issues associated with eutrophication, which has led to the establishment of a Total Maximum Daily Load (TMDL) for Total Nitrogen (TN) and Total Phosphorus (TP). Independent of the TMDL process, the St. Johns River Water Management District (SJRWMD, district) has implemented the St. Johns River Algal Initiative, which will limit the growth and nitrogen fixation from cyanobacteria (bluegreen algae) in the river. Algal initiative planning has determined that the TP load needs to be reduced by at least 84 metric tons per year (MT/Yr) (93
