In this chapter the authors investigate the growth, internal differentiation, and inequalities of access in the German system of tertiary education. The system underwent major changes beginning in the 1960s. Three themes are examined: the growth and adaptation to changing demand; cultural goals and institutional forms of the university; and inequalities of access and the role of higher education in a democratic society. The analysis is based on pooled data from four sources, creating a large dataset allowing stable estimates and analyses of the development of educational inequality over a long period of time. The data confirm that social inequalities in obtaining tertiary education diminish in the long term. Despite increasing class inequalities in post-Abitur (the qualifying exam providing entry to tertiary education) educational transitions and outcomes, the reduction of inequalities in secondary education has resulted overall in greater social equality in tertiary education attainment.
