BACKGROUNDThe SENIC Project was born in 1974, out of the uncertainty, concern and frustration felt by infection control workers, who wondered if, after all, all the things they were doing and saying made any difference. They were, in effect, being asked to justify their existence. Infection control programs had been instituted in thousands of hospitals all over the country in the 1960s and 1970s in response to repeated urging from the American Hospital Association and CDC, and with not inconsiderable help from the Joint Commission on Accreditation of Hospitals. What did all this effort accomplish? Individual hospital infection committees could often point to outbreaks aborted, to cost savings in eliminating unnecessary procedures or cultures, or to problems identified early by surveillance activity and resolved promptly; but if asked whether the overall infection rate had been lowered by surveillance and control activity, the answer has invariably been" We don't know."
