In order to promote university reform, university governance has become a critical issue in Japan. From the standpoint of the enhancement of the University president’s leadership, the faculty meeting is the target of criticism. Currently the government proposes to reform governance by the amendment of the School Education Act (SEA). The purpose of this study is to examine the present situation and future prospects of faculty participation in university management by analyzing the questionnaire data from 1,665 faculty in Japanese universities. The results of the survey show that about half the respondents would like to increase faculty involvement in the planning process, and that both the nature of the current university issues and the evaluation of university administrators influence the differences in opinion among faculty. This chapter proposes that faculty participation is critical as well as the need to adopt a new style of president leadership as part of governance reform in Japanese universities.
