One Case for National Certification of Teachers.

The recent revival of the concept of national certification for teachers has generated interest and controversy. The topic is being discussed at a number of conferences, workshops, and association meetings. This resurgence stems from the call for the creation of the National Board for Professional Teaching Standards in a 1986 document, ANation Prepared: Teachers for the 21st Century.(5) So influential is this Carnegie Corporation-sponsored document that many educators now view the recommendation and the overall concept as being one and the same. This creates the unfortunate situation where an idea may be rejected not on its merits, but on the basis of circumstances related to one group's view of how the idea should be implemented.The primary purpose of this discussion is to advance the contention that the concept of national certification is beneficial to the teaching profession specifically and to school reform in general. This argument is constructed on two critical issues: teacher empowerment and political realities. Before presenting this case, however, it is desirable to look more closely at the suggested formation of the National Board for Professional Teaching Standards. Additionally, a brief review of major arguments against national certification will be presented.
