The conditions under which a thin liquid film will tend to completely wet a solid surface over which it is flowing are studied theoretically. Two (very similar) criteria are suggested; one is based on a force balance at the upstream stagnation point of a dry-patch, the other on the minimum total energy rate in a transversely unrestrained stream. The criteria have been applied to vertical gravity flow of laminar films and to both laminar and turbulent films motivated only by shear forces at the free liquid surface. These latter examples are of special interest with regard to the burn-out in two-phase gas-liquid flows.Comparisons with experimental evidence appear promising but more detailed experimentation is clearly needed.
