改革三十年来，我国行政区划调整频繁，尤其是东部地区，对区域经济、社会、政治、文化的发展以及城市化进程都产生了重大影响，城市化进程呈现出必然趋势。通过对这一过程的回顾和总结，可以看出，在这一过程中，中国的城市化进程经历了地改市与地并、县（市）区改市、市区调整、乡改镇与乡并、镇改街与村改居等阶段，分析了30年城市化进程中行政区划调整的类型和特点，并对国内学者关于城市化的相关研究进行了总结和梳理。行政区划调整在适应和促进城市化发展的同时，也带来了一些问题。根据当前城市化进程，要解决好以下几个问题：城市体制的改革，行政区划调整与城市规划的耦合机制，行政区划调整与农村城市化，行政区划调整与城市群发展的关系，今后对行政区划调整的研究重点将是理顺行政区划调整与城市群发展之间的关系。县（市）改市后的城市管理体制，调整市区面积，调整城市群行政区划和管理体制，改革城镇体制。
After thirty years of Reform and Opening up, the administrative divisions have been frequently adjusted in China, especially in the eastern area, which has played a significant role in the development of regional economy, society, politics and culture, as well as the process of urbanization which shows an inevitable trend.The specific types of the adjustment include county-to-city transformation, prefecture-to-city transformation and prefecture-to-municipality merging, county-(city)-district transformation, district-readjustment in city, township-to-town transformation and township-to-town merging, and town-to-street transformation and village-to-residential area transformation.The essay is aimed to review and summarize of the process, types and features of the readjustment of the administrative divisions in the 30-year process of the urbanization, and to sum up and sort out the relevant research on urbanization by the domestic scholars.While the readjustment of the administrative divisions have adapted to and promoted the development of urbanization, it has also brought some problems.According to the current process of urbanization, the following problems should be tackled.They include the reform of city system, the coupling mechanism between the adjustment of the administrative division and urban planning, the readjustment of the administrative division rural urbanization, and the readjustment of the administrative division and the development of urban agglomeration.The future research on the readjustment of the administrative divisions will focus on straightening out the urban management system after transforming county(city) into urban district, readjusting the area of the urban districts, readjusting the administrative divisions of urban agglomeration and its management system, reforming the urban system.
