Forest resource trade between Southeast Asia and Japan has been noteworthy because of its documented effects on the deforestation of Southeast Asia's environment. This paper expands the focus of this issue to include an examination of the effects of this trade on Japanese domestic forests. Our goal is to redefine the scope of discussions of trade-environment issues. We assert that the environmental problems of the importer and the exporter can be understood as a set of structurally connected phenomena, which we refer to as ‘dual decay.’ We examine the underlying dynamics of renewable resource trade and the effects of trade liberalization on both importers' and exporters' environments.
