The purpose of this paper is to examine the central issues of pollution and optimal economic activity. Bspects of this problem hare been discussed recently by Keeler, Spence and Zeckhauser [3], Plourde [4], and Smith [5]. The present paper is closest in spirit to Plourde. We shall extend the work of that paper to examine the control problem with restricted phase co-ordinates. This problem is important since it sets out the case where all of the pollution is cleaned up. We want to focus mlely on the consumption-pollution trade-off in the absence of problems of growth and production decisions. The society derives utility from consumption but in consuming output pollution is generated. By devoting output to pollution control, the amount of pollution may be reduced. The problem for the central planner is to determine the optimal consumption plan. The model is presented formally in Section 1. Pontryagin's Maximum Principle is used in Section 2 to derive the optimal solution. In Section 3 we consider the effects on equilibrium values of changes in the parameters of the model. Section 4 reexamines the problem of Section 2 but with a change in the &utility function of pollution. Section 5 BumzI18pize9 the discussion.
