Some of the challenges include tensions between individual privacy and community safety; activity around environmental sustainability and financial economy; balancing the state and individual contributions to health and social care; and approaches to accounting for the governance of services and of information, not to mention the mechanisms by which decisions are taken.Depending on where one stands in the debates around such issues, countries and their various agents have become increasingly ‘data’rich or ‘overloaded’as the moves to create analytical capacity or economic development through open data platforms at national, regional and city level might indicate. It has become increasingly apparent that this is not, however, just a matter of the quantity of data that has become available, but also a matter of increased qualitative variation in types of data. One dimension of this variety concerns ways in which data is captured stored and presented (ie numerically, as text, as audio, as video, as pictures etc.). More importantly, the data available to those working in public services also varies in terms of its origins and provenance, the conditions under which it is gathered, and the purposes for which it is intended to be used. Existing research suggests that sharing of data or information between organizations and practitioners involved in the delivery of public services has often proved extremely hard to achieve for a range of legal, ethical, cultural and organizational reasons (6 P et
