AbstractCongestion control in the Internet was introduced in the late 1980s by Van Jacobson [9]. Jacobson’s algorithm which is implemented in the transport layer protocol called TCP (Transmission Control Protocol) has served the Internet well during a time of unprecedented growth. However, the algorithm was designed during a time when the Internet was a relatively small network compared to its size today. Therefore, there has been much interest in reexamining the role of congestion control in the Internet with the goal of enhancing TCP to make it scalable to large networks.
