This guidance should set stricter requirements for permissible offsets to ensure robustness, consistency and additionality, based on an evidence review and lessons learnt from projects. A future timetable will be developed for the phasing out of the use of offsets for operational energy. The endpoint of the timetable will be a requirement for all operational energy demand to be met using renewable energy.
