One of the most striking features of local government in the late 1980s and 1990s is its state of flux, of continuous change, and the concomitant sense of uncertainty about local authority responsibilities and future directions. Steve Leach and his colleagues (1994) identify this as a key issue:From all these changes, a challenge has come not merely to the organisational assumptions, but to the role of local government as an agency for the direct provision of services. The challenge is clear: what is not so clear, beyond a broad statement of the enabling role1 is the future of local government.(1994: 37)
