This paper describes the analysis of twelve public speeches made by The Honorable Tung Chee-hwa, Chief Executive of Hong Kong Special Administrative Region (HKSAR) between October and December 2001. The speeches were examined at two levels of meaning making, namely collocational and intonational. Through the use of a concordancer it was possible to discover, and provide evidence for, the ways in which a public speaker constructs a relationship with the audience and the ways in which the speaker conveyed particular meanings and ideological positions by means of making lexico-grammatical and intonational choices, both directly and indirectly.
