Governance in Vanuatu: in search of the Nakamal way

This paper considers the relevance of the "governance agenda" in the South Pacific country of Vanuatu and seeks ni-Vanuatu peoples attitudes towards it. It is noted that governance has gained prominence in the country through the Comprehensive Reform Programme in 1997 which addressed the disfunctioning of political institutions. Survey respondents gave answers covering a broad range of areas: custom and politics education consultation the civil service and national government and gender. These answers indicate that Nakamal in the country serves to bring people together symbolizing a process of dialogue in which knowledge from the different components of society is distributed and commented on to be used in decision-making for the benefit of the community. It is a way of sharing customary and contemporary experiences in an inclusive and education manner. In this regard governance can be a potentially emancipating idea if its main objective is to promote greater participation of people and increase consultation in the democratic process.
