There has been a growing concern in recent years about pr ivacy and secrecy of da t a .bo th wi th in the Fede ra l Government and ou ts ide i t . The Federa l Government co l l ec t s and s to re s an enormous amoun t of da ta on p r iva te c i t izens, and both the publ ic and the government are qui te just ly concerned about how this data is safeguard 'ed, who has access to i t , and how i t wi l l be used . Congress a l so has acted ' [Brooks Act , Pr ivacy Act of 19741 to impose s tanda rds on t he cus tody of Federa l da ta banks . The task of implementing such s tandards fe l l on the Nat ional Bureau of S tandards (NBS) . There has been l i t t le experience in cryptography.outs ide the Federal Government , s ince there has been in fact essentially no modern use of cryptography outs ide of mili tary and diplomatic circles. The result has been that there are no experienced people , no l i terature , and no well-tried techniques available. Inferior devices and programs for encrypt ion have been and are being marketed. There has , on the o ther hand , been an increased in te res t in the protection of da t a . Th i s i n t e re s t hasg rown wi th t he increase in computer communicat ions, the advent of elect ron ic secur i ty sys tems, and the increased ex ten t to which the f low of money in the nat ion has become electronic.
