The need to combine the results of surveys of different populations arises in the context of combining statistics across domains, across populations. and across time. There is, however. no unified treatment of the issues involved. This paper presents a simple initial treatment of these issues. It provides a broad overview of the various forms of weighting that may be used for combining statistics across populations and across time, and discusses their advantages and disadvantages.
