This report presents poverty indices at the district level based on small-area estimations, anduses the results to present maps of poverty in the country. Acknowledging that poverty is multidimensional, this report also presents non-monetary indicators that fit perfectly in the recently approved Sustainable Development Goals (SDG) framework. The main results from a poverty map of Lao PDR based on the 2012/13 LECS-5 survey and the 2015 Population and Housing Census are represented. Monetary and non-monetary poverty indicators are presented at two different administrative levels: province and district. The non-monetary poverty indicators – closely related to the SDGs – were easily calculated directly from the Census databases. Two main findings stand out from the analysis of the results. First, the results show that for most indicators there is a relatively high level of heterogeneity across provinces and districts. Variations in poverty level (monetary or not) raises the possibility of more efficient geographical targeting. Second, correlations between the different indicators are quite low in most cases. In such circumstances, policy makers need to have indicators specific to different projects or programs.
