If one mark of distinction of a good, solid book is that it does what it says it will do, the International City/County Management Association (ICMA) duo--The Ethics Edge and Ethics in Action-are winners. The former, an ethics reader, delivers as stated and more. In a sequential three-part organization of recent articles, the presentations are focused on ethical foundations, implementation, and newly emerging issues. The latter volume, an ethics workbook, focuses on simply helping government staff make ethical decisions. The authors achieve this targeted, modest objective. The Ethics Edge editors introduce their three-part anthology by reviewing the organization and contents of the twenty selected ethics articles. Although this reviewer would prefer that readers have an index (which is often, as herein, regretfully omitted), the authors have included a clear substitute. They present a useful grid that classifies each article on the basis of eighteen ethics key words, such as "virtue," "values," and "accountability," as well as leadership, consequences, and law. The editors have also responded to today's need for diversity by including the works of fifteen academics and six practitioners, two of them ethics institute practitioners and two in government. Four women professionals are also among the contributors. The Ethics in Action authors have prepared a comprehensive ethics training package that comprises a leader's guide, a participant's handbook, and a copy of The Ethics Edge. One major advantage of the package is that the material can be dissected into the four designated modules. Each then can be adapted to be used individually for a short workshop or combined for a more integrated approach. The leader's guide and participant's handbook contain the elements of the four modules with instructions for application. Each has every item needed to train: core material for short lectures, probing discussion queries, and realistic case studies, as well as clear ethics exercises.
