The coalition of the Liberal Democratic Party/Jiyu-Minshuto (LDP) and the Clean Government Party/Komeito (CGP) led by Prime Minister Shinzo Abe maintained its power in the upper house election held in July 2019. Yet, the LDP did not secure the necessary twothirds of seats together with their coalition partner and the other parliamentary groups not part of the coalition to initiate a national referendum for a constitutional amendment. Two challenger parties of the left and right of the political spectrum gained representation for the first time. The election marked the second lowest turnout in the history of Japanese national elections at 48.8 per cent. The election was the first held in the new imperial era ‘reiwa’announced earlier in the year for the enthronement of the new Emperor Naruhito.
