An examination is presented of the six NGO water supply agencies in Cameroon, Kenya, Nepal, Pakistan, Colombia, and Guatemala who, since 1994, have been involved in a four-year participatory action research (PAR) programme. The programme is trying to develop approaches, methods, and tools to enhance the capacity of rural communities to manage their own water supply systems with appropriate back-up, support and guidance. The 24 communities in the project have various types of water supply systems and service levels and represent a range of environmental, socioeconomic and cultural conditions as well as variations in managerial performance. Issues discussed include: PAR as a research methodology offering usable knowledge; that PAR in practice is more valuable than donations; and some preliminary conclusions of this worldwide PAR.
