This paper extends the presidency literature by examining the relationship between presidential unilateral actions and diff use support. Using executive orders data from 1981-2001 and the ANES survey data, this provides an opportunity to establish how public opinion constrains presidents ability to act unilaterally. Preliminary fi ndings suggest that di ffuse support is an important source of constraint on presidential unilateral powers. Further, this paper also examines whether a saliency factor impacts how presidents act unilaterally. By diff erentiating between executive orders that were reported in major media outlets and those that were not, preliminary findings suggest that diffuse support constrains only those unilateral actions that are not politically salient.
