HELEN INGRAM and ROBERT G. VARADY are director and associate director, respectively, of the Udall Center for Studies in Public Policy at the University of Arizona at Tucson. LENARD MlLlCH is a doctoral student in arid lands resource sciences at the University of Arizona and the 1993-1994 recipient of the Morris K. Udall Graduate Fellowship in Environmental Policy at the Udall Center. This article is a revised version of the Abel Wolman Distinguished Lecture presented by Helen lngram to the National Academy of Sciences in November 1993.
