Pverty has plagued rural people, especially racial and ethnic minorities, and has troubled both politicians and social-action-oriented social scientists. To combat this poverty two basic strategies have been devised to better the lot of the poor. The first strategy consists of transferring payments to the poor. The second strategy is concerned with personal reform which emphasizes the necessity to alter the personal characteristics of the poor, usually through efforts to train them and draw them into the "mainstream" occupational or educational systems. A relatively modern variation of this rehabilitation strategy is represented by relocation programs.
