Three fundamental problems beset models of γ-ray bursts : the energy source ; the ability of high-energy photons to escape the radiation region ; and the comparative weakness of X-ray emission. Relativistic bulk motion of the γ-ray-emitting plasma is a natural solution to all three problems. Its effect can be concisely summarized in terms of three parameters : α, the power-law index of the high-energy photon number spectrum ; γ, the Lorentz factor of the bulk flow ; and δ = 1/[γ(1-βμ * )], where μ * is the cosine of our viewing angle with respect to the direction of the flow.
