Abstract Comparing costs of relocating the business district of Soldiers Grove, Wisconsin, from its original site in the Kickapoo River floodway with cost estimates for traditional flood protection structures shows that for equivalent long-term benefits, relocation is not significantly more expensive than levees and stream channelization. Since the objectives are broader and the benefits are so much greater for the relocation alternative, the added costs of obtaining equivalent long-term benefits from the levee alternative should be taken into account in the comparison of flood protection strategies. Public acquisition of floodway property allowed owners to obtain modern replacements in more economically viable locations, helping the village to “get back on its feet” without the threat of floods. This study provides a framework for comparing costs of two very different alternatives that is more realistic from a local perspective than the benefit/cost ratios usually used for such comparisons.
