Levine introduced clover links to investigate the indeterminacy of Milnor invariants of links. He proved that for a clover link, Milnor numbers of length up toare well-defined if those of lengthvanish, and that Milnor numbers of length at leastare not well-defined if those of lengthsurvive. For a clover linkwith vanishing Milnor numbers of length, we show that the Milnor numberfor a sequenceis well-defined by taking modulo the greatest common divisor of the, whereis any proper subsequence ofobtained by removing at leastindices. Moreover, ifis a non-repeated sequence of length, the possible range ofis given explicitly. As an application, we give an edge-homotopy classification of-clover links.
